subject to an adequate water supply being provided for the Troops occupying the areas.

It is not anticipated that any other reservoir than the one near the Sai Kung Road will be constructed and the works referred to will probably be of the nature of catch-waters only.

It must also be stipulated that any permanent build- ings or temporary encampments at Customs Pass must be so arranged as not to drain into the drainage area of the reservoir in question.

It must also be stipulated that existing roads and footpaths in the two areas must not be interfered with, and that reasonable facilities must be given to the Colonial Government to construct such new roads as may be necessary for public traffic and convenience or to improve existing ones.

The Colonial Government must also have the right to maintain the existing path from High West Saddie to Upper Richmond Road, and to construct a road in lieu of said path.

The right to keep open such path and make such road will not, however, confer any rights of access to Military works or buildings in the area through which it passes.

11th. May, 1903.

(Sa.) F. B. May,

Colonial Secretary.
